UK and France Plan to Send Forces to Ukraine if a Ceasefire Accord is Reached

The British and French governments have signed a statement of purpose concerning the positioning of armed personnel in the nation if a ceasefire be made with Russia, the UK Prime Minister, Keir Starmer, has declared.

Subsequent to talks with allied nations in Paris, he noted that the UK and France would "create defense centers throughout Ukraine and erect secure facilities for military hardware and equipment" to discourage any subsequent incursion.

The coalition members also suggested that the America would play the primary role in overseeing a ceasefire.

Russia has on multiple occasions cautioned that any external forces in Ukraine would be considered a "acceptable aim", but has not yet commented on this latest development.

The Situation and Ongoing Conflict

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Moscow presently holds approximately 20% of Ukrainian territory.

"This represents an essential component of our commitment to be alongside Ukraine for the long-term," stated the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" were involved in the recent discussions.

Addressing reporters at a combined announcement, Starmer further said: "It paves the way for the legal framework under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's skies and seas, and restoring Ukraine's military for the years ahead."

The PM went on to say that London would participate in any American-headed monitoring of a possible ceasefire.

Protection Pledges and Diplomatic Positions

Lead American diplomat Steve Witkoff remarked that "long-term defense assurances and robust reconstruction vows are vital to a permanent resolution" in Ukraine – alluding to a central condition made by Kyiv.

Witkoff said the allies had "largely finished" their work on agreeing such pledges "in order that the Ukrainian people know that when this conflict ends, it ends forever."

The former US envoy, former American President Donald Trump's advisor, also was involved in the discussions.

At the same time, President Macron Emmanuel Macron said that Ukraine's partners had made "significant progress" at the talks.

He added that "robust" safety pledges for Kyiv had been settled upon in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "major step forward" had been made in the talks, but added that he would only consider efforts to be "adequate" if they culminated in the end of the fighting.

Earlier, Zelensky indicated a peace agreement was "mostly finalized". Agreeing on the last 10% would "decide the outcome of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Territory and security guarantees have been at the forefront of key disagreements for the parties involved.
  • Putin has consistently stated that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, refusing any middle ground over how to finish the war.
  • Kyiv has to date excluded surrendering any land, but has suggested that Ukraine could pull back its forces to an agreed point – but only if Russia does the same.

Russian forces presently holds approximately 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The two regions form the heartland of the Donbas.

The initial US-led multi-point peace plan that was circulated to the media last year was perceived by Ukraine and its European allies as being heavily skewed in Moscow's direction.

This led to weeks of high-level discussions – with Ukraine, the US and European leaders trying to adjust the proposal.

Last month, Kyiv presented the US an new proposal – as well as additional documents detailing prospective defense assurances and provisions for Ukraine's recovery, the President added.
